Sure! We actually subscribe to WPMU dev, so I am using their premium plugin “Global Footer” https://premium.wpmudev.org/project/global-footer-content/
However, I did find instructions on how to create your own PHP file to achieve the same thing. I haven’t tested it personally, but maybe it will work for you if you don’t use WPMUdev: http://www.capelinks.com/blog/add-global-footer-to-all-wordpress-multisite-network-themes/

You may have already taken care of this, but we did this on our site a different way that may work well for you. In the top navigation, go to My Sites>Network Admin and then use the left navigation to go to Settings>Custom Admin Bar. Disabling the WordPress icon and menu from the top navigation is the last item on this page. Also, if you want to replace it with something (for example, we replaced it with a link to our homepage so that anywhere a user was on the network they could always get back to home), just fill out that info in the first 3 items (1- enable custom entry, 2-enter the text that you’d like to have in place of the wordpress icon, 3-choose or enter the URL for where you would like this text to link to). That’s it!

I tried it and it did refresh the options page, but didn’t fix the problem. The first time I tried it, I did get a pop up with an error message that said “A tab for does not exist”…not sure if that means anything to you.

Unfortunately, my problem is precisely that when I go into Theme Options, for any image upload box (favicon, logo, etc) I see a text cursor when I hover over the associated links (upload, select, zoom, trash) and nothing at all happens when I click on the link.

Restoring a site depends on your setup and if you’ve made a backup or not. I use wpengine’s hosting, and they automatically create a backup of the site for me everyday, plus I can create them manually with a click of a button (which is what I always do before installing a new plugin or making updates). So you will probably want to check with your hosting provider if they offer a similar service. Otherwise I know there are plugins that will automatically make backups for you, but it may be too late for you now:(
