table of contents and anchors

Quite a while back I started a conversation about tables of contents (toc) on the wiki.
By now, what we have installed on our site is the following:
CKEditor for WordPress, allows placing anchors in a page, and using them one can create a toc manually. However, when one clicks on the link to an anchor, the window opens just a little below the anchor, so one has to place the anchor a couple of lines ABOVE the place which one wants to have at the top of the page.
Table of Contents Plus. This creates tocs on regular webpages automatically, but also opens windows a little below the heading itself (the heading is just off the top of the page). You can see an example here: http://commonsabundance.net/home-page/about/site-tour/. It does not automatically place tocs on wiki pages, but it’s possible to insert them by typing [toc] at the desired place in the html (not the visual) editing layer. It has the same problem of opening the window a bit too far down though.
Is there some way of fixing both anchors and the toc so that the windows are opened where one places the anchor/heading, rather than a little further down?
