What you’re describing is how BuddyPress’s “notice to all users” works — it adds an onsite notification for all users but doesn’t send an email, as you found. See more about that here – http://buddypress.org/support/topic/notice-to-all-users/
If you want to send a plain-text message (no HTML) to your users, you can try a plugin like “Sitewide Newsletter” ( https://wordpress.org/extend/plugins/sitewide-newsletter/screenshots/ ), which has worked well for us on a CBOX install.

The CUNY Academic Commons uses a plugin called “BuddyPress Group Documents” to accomplish this. However, since the plugin was abandoned by its author and has not been updated in two years, we decided not to include it in CBOX. Instead, we are working on a new system that will add file upload capabilities for our own BuddyPress Docs plugin that is included with CBOX. We do not currently have a release date set for this software, but when it is ready it will be integrated into CBOX through Docs.

In addition to thinking about server capacity, there is also the issue of systems administration and the difference between managed and unmanaged hosting. Do you have your own sys admin or will you need such services to be part of your hosting plan?
Just FYI, I’m experimenting now with a CBOX install on Amazon EC2 cloud hosting, which provides unmanaged hosting at variable costs (my institution is providing sys admin services). We’re still tinkering with the setup and haven’t yet put the site out into the wild, but once it gets going, I might be able to give you some more detailed information on what kind of setup has been working in that scenario and how much it costs per month.

Since we’re continuing to work on the integration of BPDocs into CBOX as wiki software, I’d be interested in hearing what robust features seem to be missing. As we continue to work on it, it would be helpful to know what kinds of things members of the community would like to see added.

If you’re an admin on the site in question, you’ll see items in the sitewide activity feed that won’t be visible to users with lesser privileges (or to visitors who have no privileges). You might try logging out and seeing whether the blog posts still appear in the stream. If you’ve already done that, please let us know.

Just wanted to add that if you really disagree strongly with the way we’ve handled something (like the vertical profile menu) in the default theme, you can always create a child theme to set things up exactly as you’d like. That’s not to say that you shouldn’t give us feedback on the default theme — I just want to make sure you know that you have that option available to you.
